    The priority is containment to stop migration. On soil, responders build berms, deploy absorbent pads, and excavate contaminated material for disposal or treatment. If oil reaches water, booms are placed to contain the slick and skimmers or absorbents are used for recovery. Storm drains are blocked and runoff is controlled. Samples of soil and water are collected to define the affected area. Notifications to environmental authorities are typically required and remediation must follow approved plans and cleanup standards.
