Buyers of used transformer oil are typically licensed recyclers, re refiners, and industrial waste management companies that can legally collect, test, treat, and repurpose or dispose of it. If the oil is confirmed non PCB and can be reconditioned, it may be processed for reuse as insulating oil in lower critical applications or recycled into industrial base oils under controlled processes. If contaminated or degraded beyond recovery, it is handled as waste for regulated disposal. Utilities usually do not sell directly without compliance documentation.
